The City of Oneonta is in the process of updating the 2007 Comprehensive Plan.


What is a Comprehensive Plan?

A Comprehensive Plan is a document that sets a vision for the community for the next 10 to 20 years. It helps guide decision-makers on infrastructure spending, policy decisions, land use regulations and economic development strategies. A Comprehensive Plan takes into account existing physical, economic and social conditions to develop goals and the strategies to achieve them.


Why update the existing Comprehensive Plan?

Oneonta last updated the Comprehensive Plan in 2007. Since then, the city and surrounding region has changed. The Comprehensive Plan update process is an opportunity for the community to come together and make sure that the city’s vision and goals are reflective of changing conditions. 


How is the plan being updated?

In 2017 the City gathered a Comprehensive Plan Steering Committee. This all volunteer committee was chosen to reflect a wide variety of community interests. Focus group meetings, public input sessions, review of existing studies, and demographic analysis will be used as part of the planning process. While the Steering Committee is guiding the process, elected officials on the Common Council have the ultimate say on the adoption of the Comprehensive Plan update.


Didn’t we just do this with the Downtown Revitalization Initiative (DRI)?

The Downtown Revitalization Initiative is a targeted project that focuses on a small area of the city and aims to use public spending to leverage private investment and create jobs. A Comprehensive Plan considers the entire community (and doesn’t have $10 million attached to it). The Comprehensive Plan will help the city make decisions about future public spending and grant opportunities, but it isn’t a mandate to spend money on specific projects.


How do residents get involved?

A community plan only works with community input. Check out the “Get Involved” tab at the top of this website to learn about the various ways in which residents can take part in the Comprehensive Plan Update.
